Govt moved for DPR completion

SHILLONG, July 22: DoNER Joint Secretary Anuradha Chagti has petitioned Meghalaya Chief Secretary MS Rao for a non-encumbrance certificate so that a DPR for a road project can be completed.
In a letter, Chagti clarified that the proposed upgrade of Rymbai-Bataw-Borsara-Jalalpur road does not involve any land acquisition as the road has to be upgraded only to national highway.
“The alignment from Dona BOP to Jalalpur BOP however passes through Greenfield wherein land will have to be made by Government of Meghalaya free from all encumbrances to CPWD for execution of work. Under the scheme of NEC and NERSDS there is no provision for land acquisition and the beneficiary state has to make land available for upgradation/construction of road,” the letter read.
It may be mentioned that the implementation and preparation of DPR was entrusted to CPWD, a central agency. The CPWD has finalised the alignment for the road that starts from NH-6 near Umkiang and ends at Jabalpur BOP via Dona Junction of BSF outpost.
Maintaining that the project has already been delayed, Chagti said in his letter, “The North Eastern Council (NEC) has communicated frequently to the Government of Meghalaya to issue an assurance letter/certificate of non-encumbrances to provide encumbrance-free land to CPWD for construction of the said road. However, no assurance/certificate of non-encumbrance has been received.”
