SHILLONG, Feb 8: Trinamool Congress’ (TMC) North Shillong candidate Elgiva Gwyneth Rynjah released her “policy statement” (read manifesto) for the constituency on Wednesday.
This is for the first time that an individual in Meghalaya, contesting an election, has published a policy statement.
Rynjah said she came up with the document to spell out her vision for the constituency to the electorates.
“It is like a written agreement between me and the people of the constituency,” she said, adding that the document will remind her of the promises she made if she fails to deliver.
She promised that a skill enhancement training centre will be set up to increase job opportunities for the youth. The other promises include establishing a women’s hostel and a medical shop in the constituency to provide all medicines at 20% subsidy, providing safe transport facilities to increase women’s participation in the labour force and promoting women-led self-help groups by facilitating monthly markets where they can sell their products.  “Anganwadi centres will be established in different areas of North Shillong to ensure children’s welfare. I will ensure total eradication of child labour,” Rynjah promised.
The TMC candidate further said she would ensure that all out-of-school children are brought back to school. She said she will try to find out the reasons behind schoolchildren dropping out.
She said free coaching centres for competitive exams will be set up in North Shillong. A multipurpose parking bay will be created in strategic areas of the constituency to ensure adequate parking facilities for the citizens, she said.
She also promised that community halls will be constructed in different localities of the constituency to strengthen “collective civilisation and community participation.”
“Street lighting and CCTV cameras with state-of-the-art technology will be installed across localities of North Shillong to ensure the safety and security of citizens. Resilient power supply infrastructure for optimum power distribution will be created for uninterrupted power supply to all households,” Rynjah said.
She said the “Clean: Cleaning our Environment and Nature” project will be launched to strengthen efforts for river and stream clean-up and raise awareness about pollution, especially for the Wahumkhrah river.
“A forum for grievances redressal and the response of citizens’ issues (QUICK: Quick uptake for issues and concern kiosk) will be established for the resolution of all issues pertaining to the constituency,” the TMC candidate said.
Further, she promised interest-free loans up to Rs 2 lakh to local communities to set up homestays and conduct other sustainable tourism activities.
