CEM presents deficit budget

SHILLONG, June 24: KHADC Chief Executive Member (CEM) Pyniaid Sing Syiem, on Saturday, presented a deficit budget of Rs 55,080 for the year 2023-24.
The projected expenditure stood at Rs 253,12,59,690 while the estimated revenue was pegged at 253,12,04,610.
Delivering his budget speech during the Council’s ongoing summer session, the CEM said that there is a deficit in the budget estimate since the proposed expenditure is higher than the Council’s revenue receipts.
He then assured the House that the Executive Committee (EC) will try its best to find ways and means to improve the revenue generation of the Council.
Meanwhile, the KHADC CEM said that the state government in the previous years (2020-2021 and 2021-2022) had released the funds earmarked through the 15th Finance Commission.
He further added that the Council has received the second installment of the funds through the Commission for the year 2020-2021 in 2022-2023 as well as the first installment of the year 2020-2021 (tied grant).
“We expect to receive the remaining funds from the government shortly,” KHADC CEM informed.
Syiem said that the Council has decided to request the state government for allocation of land in New Shillong Township for shifting of the council office.
He informed that the current premise of the Council office at Garikhana is too congested.
Syiem said that the EC felt it was necessary to shift the office to the New Shillong Township in order to be able to have a bigger space.
According to him, the EC will closely be following up the matter with the state government.
He added that the construction of the market complex at Mawsynram, East Khasi Hills, and Riangdo, West Khasi Hills, and the tourist spot at Bishop Falls in Mawlai is making good progress.
The CEM also told the House that the Council is also making efforts to maintain the cleanliness of the localities and villages that come under the jurisdiction of the Council, adding that they had even attended a seminar in Delhi on solid waste management.
Meanwhile, the CEM of the Council also tabled the Khasi Hills Autonomous District Council Service (Amendment) Rules 2023 and the Khasi Hills Autonomous District Council (Protection and Promotion of Khasi Traditional Medicines) (First Amendment) Bill, 2023.
