KHADC resolves to recall KHAD Bill, 2022

Shillong, Sept 22: The Khasi Hills Autonomous District Council (KHADC) unanimously resolved to recall the KHAD (Khasi Social Custom of Clan Administration) Bill, 2022 during the special session of the council here on Friday.

It was also resolved to allow the Executive Committee to constitute a committee comprising members from both ruling and opposition to fine tune and rectify the defects in the Bill before it is re-introduced in the House.

Earlier, KHADC Deputy CEM, Pynshngain N. Syiem had tabled the report of the advisory committee headed by senior MDC, Bindo Mathew Lanong on its recommendations to the views and observations given by the Law department on the clan bill.

Leader of Opposition, Titosstarwell Chyne questioned the decision of the Executive to table the report of the advisory committee in the house.
According to him, the EC can table the report of the select committee which is constituted by the house.
Chyne further said that the present Executive is creating wrong precedence by tabling the report of the advisory committee and it has lowered the dignity of the house.
It may be mentioned that the state government had returned the clan bill since it is in conflict with the KHAD (Khasi Social Custom of Lineage) Act, 1997.
The Deputy CEM informed that the government had sought clarification from the KHADC since the word “clan” is mentioned in both the clan bill and the lineage act.
