DC orders registration of tenants in 16 city localities

Registration of the tenants, landlord and village authorities

SHILLONG, Nov 21: The East Khasi Hills district administration has ordered all landlords, tenants and village authorities in sixteen localities of the city to register themselves in the web portal of the Meghalaya Residents Safety and Security Act (MRSSA).
A statement from East Khasi Hills Deputy Commissioner RM Kurbah said that the registration of the tenants, landlord and village authorities is being piloted in a phase-wise manner in 16 localities of Shillong including Nongrim Hills, Pohkseh, Nongrah, Nongmensong, Lapalang, Riat Laban, Wahdienglieng, Lawsohtun, Umpling, Mawpat, Riat Laban Kynjat Phutbol, Madan Laban, Malki, Lower Lumparing, Upper Lumparing and Mission Compound.
The statement said that the government enacted the MRSSA 2016 “to ensure enhanced security vetting of the tenants and to ensure the safety and security of the citizens of the state by preventing anti-social elements from gaining shelter in the state, which might be detrimental to peace and tranquility, to maintain public order and peace, to verify and regulate the tenants residing in rented houses in the state, to establish District Task Force, to facilitate effective enforcement of various laws for safety and security of the citizens and for matters connected therewith or incidental thereto.”
As per the Act, all tenants in Meghalaya have to furnish their requisite documents to both the local police station and the local authority, through their respective landlords.
As per Section 9 of the Act, the landlord who rents out his or her house or rental unit shall furnish the documents related to the tenants, to the local police station and to the local authority.
The database of tenants maintained by the local police station and the local authority will have to be submitted to the District Task Force once every three months. The District Task Force, after due verification and observations, shall submit the same to the government.
To streamline the registration process mandated by the MRSSA and to ensure that there is a database of tenants, the government had launched an online portal in September 2022 which can be accessed at https://megrssa.nic.in
The stakeholders who can use the web portal include tenants, landlords, sub-localities (Rangbah Dong), localities (Rangbah Shnong), police stations and the District Task Force.
A nominal fee not exceeding Rs 50 can be charged by the local authority/community service centres for processing the application of the landlord and tenant.
The order said that an existing tenant or a person entering the state for the first time will have to submit a self-declaration typed in Rs 10 non-judicial stamp paper in Form A, with two references of respectable persons as specified in Section 9 (1)(a) of the MRSSA; provide details including identity proof like EPIC, ration card, passport or driving licence. In case of students, they have to submit their photo identity card and a certificate from the concerned educational institution where he/she is studying.
All applicants also have to submit a recent passport size photograph of himself and each individual family member residing with them and also a recent passport size photograph of each domestic help or other workers residing with them.
