JOWAI, March 6: The Chief Executive Member (CEM) of the JHADC, Thombor Shiwat, has appointed new Executive Members (EMs) to the Council, as per a notification issued on February 4. The Council comprises a total of 11 EMs, including the CEM. Lasky Rymbai has been appointed as the Deputy Chief Executive Member, while nine other EMs will oversee various departments.
Shiwat, as the CEM, will oversee General Administration, Establishment, Appointments, Postings, and Transfers. He will also be responsible for the administration of the District Council Fund, Revenue Receipts, Finance, Budget, Pension, and Gratuitous Relief Fund. Other key areas under his purview include Investments, Relief and Rehabilitation, and Investigations, as well as the share of royalty on minor and major minerals. Additionally, he will handle Permissions and No Objection Certificates (NOCs) for factories and other purposes, Legislation of Acts, Regulations, and Rules, and all land-related matters, including revenue, reforms, cadastral surveys, land valuation, land acquisition and compensation, leases, and settlements. Matters concerning community land, religious land, and land rent in the Narting area will also fall under his jurisdiction.
Lasky Rymbai, as the Deputy CEM, will be in charge of Art & Culture, Village and Town Development, and Civil Works. He will also oversee Central Special Assistance Grants, Finance Commission Schemes, and the State Annual Plan for financing council projects. Additionally, he will handle building schemes under the Council’s Own Fund, Website and Computer Cell Management, Legal Matters, and governance in the Jowai region.
Hambertus Nongtdu, an EM, will handle the administration of the Forest Department, including State Forest Grants for plantations. His responsibilities also include the registration of Village and Sacred Groves, Community Forests, Private Forests, and Zamindar Forests. He will oversee Weighbridges, working schemes, customs and usages, codification of customary laws, and land revenue. Governance in the Nongkhlieh area will also be under his charge.
Bisonrov Iano will oversee Fisheries, Agriculture, and Soil Conservation, along with Land Revenue and Reforms. He will also be responsible for governance in the Raliang and Shangpung areas.
Jesse Suiam will be responsible for Trading by Non-Tribals and the enforcement machinery. His duties will include licensing of non-tribal employees in service sectors, taxes on profession, trades, callings, and employment, entry tax on vehicles (checkpoints), and the share of motor vehicle taxes. Land revenue and governance in the Maskut area will also come under his supervision.
Pheinehwa Nauglein will manage the granting of licenses for the registration of marriages and vehicles. He will also oversee governance in the Nongjngi and Nongbah regions.
Het Pohthmi will be in charge of Stationery and Printing, Social Reforms, Extraction and Transportation of Coal, and the Government Housing Policy. He will also handle Land Holding Certificates, No Objection Certificates, and governance in the Narpuh and Darrang regions.
Seiborlang Shadap will oversee the administration of the Market Department, along with governance in the Sutnga region.
Medling M Swer will be responsible for the administration of the Statistics and Information Department and Town Committee Affairs. His jurisdiction includes governance in the Nongtalang, Saipung, Sumer Sirdarship, and Amwi regions.
Aiborlang Shadap will handle political matters, including political cases, elections, and the appointment of Dolloi, Sirdar, and Waheh Shnong. He will also be responsible for inter-Elaka boundary and demarcation issues, along with governance in the Shilliang Myntang and Mynso regions.
Violet Lyngdoh will oversee the administration of the Education and Judicial Departments and will be responsible for governance in the Rymbai region.
