SHILLONG, May 29: The proscribed Hynniewtrep National Liberation Council (HNLC) in Meghalaya is still banned due to its refusal to respond positively to peace overtures made by the government, MDA spokesperson Paul Lyngdoh said on Thursday.
The government is open to talking to the group, but the ban continues as they have not responded favourably, he said. The HNLC was declared an unlawful association in November 2000 under the Unlawful Activities (Prevention) Act (UAPA), 1967, and has remained under successive bans since. The latest extension, enforced by the Union Ministry of Home Affairs in December 2024, ensures the organisation will remain banned till 2029.
The government justified the move citing ongoing threats to national security and public safety.
The HNLC’s failed attempt at dialogue led to its withdrawal from tripartite peace talks, which was viewed as a major setback by the state government.
However, the government remains committed to a peaceful resolution, provided the HNLC reciprocates with seriousness and clarity, Lyngdoh said. “The door for resumption of talks is still open,” he added.
The HNLC, with a history of violent militancy and extortion in Meghalaya’s Khasi-Jaintia Hills region, had expressed willingness to come to the table provided certain conditions were met, including immunity and safe passage for its leaders.
The Meghalaya government maintains that peace and dialogue are the preferred routes forward, but only if reciprocated with sincerity.
