SHILLONG, June 24: Twelve Opposition MDCs of the KHADC met Deputy Chief Minister Prestone Tynsong on Tuesday to express concerns over developments during the first day of the Council’s Summer Session.
Leader of Opposition Titosstarwell Chyne told reporters that the VPP-led Executive Committee had “bulldozed” the budget presentation, calling the move both illegal and unjustified.
According to Chyne, the delegation felt it necessary to apprise Tynsong — who is in charge of the District Council Affairs (DCA) department — of how events unfolded during the session.
He alleged that the Executive Committee, leveraging its majority, bypassed provisions of the AD Rules as well as constitutional norms.
Chyne also expressed surprise over the Chairman’s decision to put the budget presentation to a vote, which he said was unwarranted.
“Voting is only required if there’s a refusal to withdraw a cut motion on any supplementary demand,” he pointed out.
He claimed that the move set a new — and questionable — precedent in the House.
