State govt moves Centre to relax mining norms for small-scale operators

SHILLONG, April 16: Chief Minister Conrad K. Sangma has said the Meghalaya government is lobbying with the Centre to relax scientific mining norms that small-scale coal miners find restrictive, while acknowledging the complexity of amending national laws.
Speaking to reporters on Thursday, Sangma confirmed the state has raised the issue with New Delhi, specifically regarding provisions that hamper smaller operators. He noted that because central legislation applies nationwide, securing state-specific exemptions is difficult as it could prompt similar demands from other states.
The Chief Minister explained that the state initially accepted the 100-hectare requirement to avoid delaying the resumption of mining operations. According to Sangma, the government is now in a second phase, seeking modifications based on stakeholder feedback. He said this effort involves sustained engagement with central ministries and expressed hope for a positive response.
Addressing local concerns regarding the viability and environmental impact of opencast mining, the chief minister stated that all mining plans are assessed and cleared by central authorities. He added that while discussions on mining practices continue, the state must function within the parameters currently approved by the Centre.
