BAGHMARA, May 18: A resident of South Garo Hills, Jhonprizebirth Sangma, has petitioned Prime Minister Narendra Modi alleging gross irregularities and nepotism in the recruitment process conducted by the District Selection Committee (DSC). The complaint specifically names South Garo Hills Deputy Commissioner and DSC Chairman, Sumit Kumar Singh, for allegedly overseeing the arbitrary appointment of candidates who failed to meet basic qualifications.
Sangma, an aspiring candidate himself, claimed that the recruitment for various posts advertised in September 2024—including 13 LDA positions, Gram Sevaks, Forest Guards, and others—was rife with “injustice, discrimination, and illegality.”
According to the complaint, RTI findings revealed that 10 candidates who failed the mandatory typing test for the Lower Division Assistant (LDA) post were nonetheless selected for the final interview and eventually appointed. While the minimum requirement was 30 words per minute (wpm), these candidates reportedly scored as low as 13, 15, and 16 wpm. In contrast, Sangma noted that he passed the test with 33 wpm but was not selected.
The complaint further highlighted a breach of the 2014 DSC rules, which prohibit active government employees from serving as committee members. Sangma alleged that two current DSC members are government teachers, a direct violation of established office memorandums.
A major point of contention involves the appointment of the wife of a DSC member to an LDA post under the unreserved category. Sangma stated that she failed the typing test but was recommended for appointment by the DC-cum-Chairman, calling the move a clear case of conflict of interest and nepotism. “There is a total lack of transparency. Ignoring basic principles by qualifying those who failed the typing speed test, selecting the wife of a member, and allowing government officials to sit as DSC members is move that must be challenged,” Sangma stated.
The complainant has sought the cancellation of the “illegal appointments” and a fresh recruitment process. He also called for strict action against DC Sumit Kumar Singh for the alleged procedural violations. A copy of the complaint has been submitted to the Department of Personnel for further investigation.
