SHILLONG: The High Court  of Meghalaya, while responding to a PIL moved RTI activist  Michael Syiem on the viability of the district councils, on Tuesday directed the state government to file an affidavit  within (a week’s time.     The Chief Justice Uma Nath Singh issued the directive. Last month, the Court had sought  the opinion on the issue from the attorney general  of India  who, in turn asked  the State Government  to give its reply on the matter.
