Lack of funds delays Shella’s welfare projects

SHILLONG: The Shella Village Dorbar has urged Chief Secretary Y. Tsering, who is also the Chairman of the Special Purpose Vehicle (SPV), to ensure development in the village for the welfare of the community.
In a letter to Tsering, the representative of the Dorbar, Roy Kupar Synrem, stated that after 2014, no new projects have been undertaken by SPV in Shella or any of the other core areas.
Referring to the Supreme Court mandate, Synrem wrote, “The respective Dorbars have a keen expectation that the villages should be developed in health, economy, irrigation and agriculture solely for the local community and welfare of tribals.”
The village Dorbar received information that the Annual Work Plan (2017-2018) of SPV has been discussed and approved by the Board of directors since September 2016.
“However, though the line departments have visited our villages for survey of livelihood programmes, infrastructure development, tourism, water supply, protection of the river banks, roads and others, these projects are yet to take off since money has not been released to the SPV Society,” Synrem informed.
He added that there are some final instalments for the ongoing projects which include the Stadium at Pyrkan, the community halls and others, which are yet to be released even after submission of the necessary utilisation certificates due to dearth of funds with SPV Society.
