Pay panel implementation at the earliest: Mukul

SHILLONG: Chief Minister Mukul Sangma on Wednesday asserted that the state government would implement the Meghalaya 5th Pay Commission at the earliest.
According to a government official, the commission has proposed a pay hike of 25.6 per cent.
Speaking to mediapersons after the Commission submitted its recommendations here on Wednesday, Sangma said the finance department has been asked to examine the recommendations but the exercise would take some more time.
He said the finance department would look into the nitty gritty of the recommendations as well as the resources, challenges and outgrow of expenditures before the matter is finally taken up with the state Cabinet.
The Meghalaya government had constituted the Fifth Meghalaya Pay Commission with P.J. Bazeley, as chairman besides other members. Subsequently, the state government included other members and the Commission started its function from August 1 last year.
In response to its questionnaire, the Commission received responses from 77 federations, 31 other groups /individuals, 22 administrative departments, 54 heads of departments, 31 district/subordinate offices and 10 offices of the deputy commissioners/sub-divisional officers.
The Commission received memorandums from 63 federations/associations, 52 other groups/individuals, three from administrative departments, 13 from heads of departments and three from district/subordinate offices.
The Commission held 12 sessions to deliberate and decide upon all the issues in connection with its terms of reference. Apart from this, the Commission met and heard the detailed submissions and grievances of 78 federations/associations, 48 groups/individuals and 101 senior officials who were representing their respective departments/directorates.
The Commission visited Kolkata, Vellore, New Delhi and Mumbai this year to meet and ascertain the grievances and other issues of the state government employees located at the Meghalaya Houses there.
The Commission also visited Mizoram, Tripura, Kerala and Gujarat to familiarise itself with the structure of emoluments and conditions of service of different categories of government employees, the inter-service relationship, the comparative fiscal resources and other relevant factors in such states. It acquainted itself with the pay packages prevailing in the states and the manner in which they were linked to promoting efficiency, productivity and economy through rationalization of structures, organisations and systems within such states.
It further took into account the existing amenities and facilities admissible to government employees in such states; and to examine the existing structure of pension, death-cum-retirement gratuity, family pension and other terminal or recurring benefits which existed in such states.
The Commission visited Garo Hills, Jaintia Hills, West Khasi Hills, East Khasi Hills and Ri-Bhoi districts to meet and hear the district and sub-divisional level state government employees. (With inputs from agencies)
