Financial irregularities in JHADC unearthed

 JOWAI: The report of the Comptroller and Auditor General of India (CAG) has detected and revealed financial irregularities in the Jaintia Hills Autonomous District Council (JHADC).

Two CAG reports for the year ending March, 2003 and 2004 have revealed several loopholes in the financial affairs of the Council.

The Receipt and Expenditure of the District Council in the Annual Accounts of the District Council has indicated surplus revenue and did not exhibit a correct picture of the financial transaction due to misclassification and incorrect depiction of receipts and expenditure.

The report revealed that the Expenditure of Rs. 2.84 crore incurred during 2003-04 by Forest Department of the District Council was shown in the Annual Accounts under Fishery Department and the discrepancy remained un-reconciled till date.

According to the CAG report, the Secretary to the Executive Committee, JHADC stated that the misclassification had been rectified and corrected Annual Accounts was under submission. However, the Corrected Account has never been furnished.

The District Council has received Rs. 1.64 crore as grant in-aid under the award of the Eleventh Finance Commission (EFC) during 2003-04. Against the receipts of Rs 1.64 crore, Rs. 2.39 crore were exhibited in the Annual Account for the year 2003-04 resulting overstatement of receipts by Rs. 0.75 crore.
