Shillong: The members of the Khasi Hills Autonomous District Council (KHADC) on Friday came down heavily on the Executive Committee (EC) for the inefficiency in functioning of the various departments in the District Council.
Mawthengkut MDC FK Ryntathiang said that there are some loopholes in the laws relating to trade while adding that there is a need to introduce stern policies with focus on border trade, keeping in mind the safety and security of tribal people residing in the border areas.
Referring to the Trading by Non Tribals Regulation Act, Ryntathiang said the EC should scrutinise the documents of the companies along with the labourers working for them before granting NOC to control influx.
Infact, the issue of influx which was raised by Mawlai MDC EB Syiemlieh on the third day of the summer session gathered momentum on Friday with members asking for a logical explanation on the matter from the EC.
Meanwhile, drawing attention towards the revenue generated from various departments of the KHADC, Ranikor MDC M Nongrem said the revenue generated by the Council has declined over the years.
Stating that the Market Regulation Act, 1979 has not been implemented in its true spirit, Nongrem said the Council has limited its attention to only two market places-Iew Laitlyngkot and Iew Byrni whereas other markets are yet to be monitored.
“As per this Act, all markets falling within the jurisdiction of the KHADC is under the control of the District Council which empowers it to collect 10 per cent of the total revenue”, the Ranikor MDC said.
Meanwhile, defending his stand, the Executive Member in charge of revenue NA War brushed aside allegations relating to the decline of revenue stating that “Compared to the previous years there is an indication of an increase in the revenue”, while informing the house that the suggestions on ways and means to improve revenue will be taken into consideration.
