SHILLONG: In a tactic to avoid making public the jail break report, the political department took shelter under the model code of conduct which, on the contrary, does not have any provision to suppress it.

The convener of Steering Committee Against Murder of Democracy (SCAMoD), Agnes Kharshiing, who has been pursuing the jail break case from the beginning, had urged the political department to furnish the report submitted by late Justice SP Rajkhowa recently.

In his reply on Monday, the under secretary, Government of Meghalaya B Khongwir said, “The report of the Commission was received by the Government in sealed cover and in view of the operation of model code of conduct, no action can be taken on the matter. As such, the sealed cover can be opened only after the period of operation of the code of conduct is over”.

However, after going through the various provisions under the model code of conduct, it was found that the same did not restrict the release of inquiry commission reports.
