‘Joint panel should approve bills passed by KHADC’

 SHILLONG: Mawsynram legislator Pynshngain N Syiem (Congress) has suggested the constitution of a joint committee of the KHADC, District Council Affairs department and the Law department to approve the various Bills passed by the Khasi Hills Autonomous District Council.

“At present, there are many pending Bills passed by the Council which are lying in the custody of the Government. The delay in the approval of the Bills has defeated the very objective with which the Council had formulated the Bills,” Syiem, who is also the KHADC CEM, said.

Syiem said that instead of the Law department giving its observation and opinion on the Bills passed by the Council, it would be better to ratify the various deficiencies of the Bills passed by the Council at a joint forum represented by the KHADC, District Council Affairs and Law departments would be present.

Syiem also appealed the State Government to consider the possibilities of issuing separate challans to the District Council while deducting the royalties on major mineral resources.

“If separate challans are issued, the Council’s share from royalties on major mineral resources would be directly deposited in the Council fund from the source itself,” Syiem said while participating in the motion of thanks on the Governor’s Address in the Assembly on Monday.

“This would address the problem of delay of release of the share of the Council by the Government and would also help in the smooth functioning of the Council which is facing the problem of paucity of funds,” Syiem added.

He also appealed for upgradation of Mawsynram Community and Rural Development Block into a Civil Sub-Division.
