 SHILLONG: The Steering Committee Against Murder of Democracy (SCAMoD) on Thursday questioned the Chief Secretary for his failure to place the report of Justice (L) Rajkhowa, on the Jailbreak Inquiry and the Fake Encounter, before the Legislative Assembly in March, 2013.

“We are shocked that, being a government servant, you have failed to comply with your duties, to place the report before the Legislative Assembly on March 14,” SCAMOD convener and CSWO president Agnes Kharshiing said in a letter sent to the Chief Secretary.

Terming the matter as a direct abuse of power by a government servant, Kharshiing alleged that there could be a strong connivance between the Government and the perpetrators of the jailbreak and the fake encounter. “By overlooking and hiding the report, you are also abetting the crime,” Kharshiing stated in the letter.

SCAMOD also urged the Chief Secretary to release the report within seven days.

In its last reminder to the Chief Secretary, SCAMOD demanded an immediate release of the inquiry report of (L) Justice Rajkhowa, and for compliance with laws and acts laid down.

Kharshiing said that the report which was submitted on January 1 was lying in the custody of State Government. “Public money to the tune of more than a crore has been spent on the Jailbreak Inquiry and Fake Encounter Inquiry so why this delay in making the report public,” she added.
