SHILLONG: The State Government has dismissed police officer S N Roy, accused of raping a school girl two years back, from service

Roy, who was a sub-inspector of Rynjah police station, and his accomplices allegedly gang-raped the Class XII student in a city hotel in March, 2011.

However, it was a delayed justice for the victim and the family, as the girl died in February this year under mysterious circumstances.

Reports had said that the girl died in a fire accident while cooking food at her house. The actual reason of the victim’s death is yet to be ascertained.

The whereabouts of the family members, who were staying in Shillong, at present are not known.

Soon after committing the crime, the rape accused had gone to Bihar taking an unauthorised sick leave. He surrendered before the Court of the Judicial Magistrate in July, 2011.

Initially, Roy was put under suspension. He was appointed as the Quarter Master, Police Reserve this year, which evoked sharp criticism from several quarters.

The action of dismissal of Roy was a result of a recent high-level meeting chaired by Home Minister Roshan Warjri. The meeting, which was held in June, took up pending rape cases involving men in uniform.

The meeting decided to initiate departmental proceeding against Roy preceded by an inquiry.

The inquiry officer found that “the act of immorality and illicit sexual intercourse of Roy was proved beyond doubt”.

Later, the departmental proceeding found that the officer committed an act which amounts to ‘moral turpitude.’

With the dismissal from service, Roy cannot avail pension and other benefits.
