Ampareen favoured ‘remodelled ILP’

SHILLONG: Though Urban Affairs Minister Ampareen Lyngdoh, who was part of the High Level Committee (HLC) on Influx, disowned the report of the Committee, the minutes of the meetings which she had attended as HLC member reveal that she was in favour of ‘a remodelled ILP’.

As a member of the Committee, Lyngdoh attended two meetings.

In the second meeting that she attended, Lyngdoh wanted the copies of the earlier reports on ILP and three-tier card system submitted to Government to be circulated among the members of the Committee.

However, the minutes of the third meeting says, “Lyngdoh called for remodelling of the proposed ILP to suit local conditions in the State”.

In the third meeting, Lyngdoh had also referred to the report and recommendation of the working group committee on ILP, constituted by the Government to know the status of its recommendations earlier.

In reply to a query, the Chairman of the Committee, Bindo M Lanong, had explained in the meeting that the Inner Line Regulation of 1873 could be applicable only to Khasi-Jaintia Hills districts as the Regulation was repealed in Garo Hills in 1897.

Since the recommendations of the earlier working group indicated the problem of partial implementation of ILP due to the constraints in Garo Hills, Lyngdoh called for remodelling of the proposed ILP to suit the local needs.
