Shangpliang accused of misappropriating Rs 1.25 cr under SRWP scheme

SHILLONG, Nov 22: Mawsynram MLA Ollan Singh Suin has levelled allegations against former MLA and NPP leader HM Shangpliang, accusing him of engaging in fraud and misappropriation of Rs 1.25 crore under the Special Rural Works Programme (SRWP) scheme.
Suin is reportedly considering approaching the Privilege and Public Accounts Committee to address the matter.
Speaking to media persons on Friday, Suin claimed that Shangpliang violated the office memorandum dated August 14, 2023.
The memorandum stated that a former MLA could not utilise SRWP funds if the work order has been issued but the work has not commenced.
Suin argued that, under the memorandum, the funds should have been returned to the Deputy Commissioner.
The MLA further highlighted that another memorandum issued on September 6, 2023, clarified that the incumbent MLA must recast the scheme. “But the question now is, how can I implement the scheme when the money was withdrawn three months ago?” Suin said, suspecting collusion between the former MLA and the Block Development Officer (BDO) of Mawsynram.
Calling the situation a serious matter, Suin revealed that he had written to the relevant Minister, Director, and Chief Secretary, raising concerns about the issue.
He also disclosed that fresh work orders amounting to Rs 1.24 crore were issued in July this year, allegedly at Shangpliang’s request.
Suin said he has brought the matter to the attention of Chief Minister Conrad Sangma and the BDO, who has reportedly admitted to errors in handling the case.
The MLA criticised the cancellation of the earlier office memorandum, which he believed was done to allow the former MLA to withdraw the funds.  Demanding a detailed inquiry into the incident, Suin claimed the act has infringed on his privileges and reiterated his plan to move the Privilege and Public Accounts Committee.
