SHILLONG, March 14: The Ministry of Defence is reviewing the Draft Shillong Cantonment Building Bye-Laws, 2025, which proposes significant changes to local construction regulations, including an increase in the Floor Space Index (FSI).
Shillong Cantonment Board CEO Ayush Maurya said the draft aims to incorporate local requirements by revising the FSI from 0.5 to 1.5. The proposal, which has been vetted by the Meghalaya Urban Development Authority, includes provisions for G+3 (four-storey) constructions in areas with motorable roads. In non-motorable zones, G+2 (three-storey) structures will be permitted on plot sizes up to 1,000 square feet.
Maurya noted that the draft also addresses parking and building safety. As part of a nationwide process involving multiple stakeholders, the bye-laws will undergo detailed discussions before final approval by the Ministry.
Regarding the Standard Rent Determination, the CEO said the matter is under litigation. While a review appeal is pending before the High Court, the Board has conducted hearings on all filed objections. Maurya explained that current rates are based on leases granted 90 years ago; however, the Ministry of Defence policy necessitates increases due to high inflation and the prime location of the land.
On the triennial revision of property tax, the CEO described the move as a standard procedure aligned with local municipal rates.
To address water shortages, the Board is moving forward with the construction of a 6-lakh-litre reservoir. A memorandum of understanding with the Public Health Engineering department is in the final stages, and the project is awaiting official sanction.
Additionally, the Board has identified locations within the cantonment for the installation of high-end surveillance cameras to deter illegal activities and garbage dumping.
