SHILLONG, June 1: The Meghalaya Board of School Education (MBoSE) on Monday launched a four-day workshop focused on the PARAKH Taxonomy, Holistic Progress Card (HPC), and the development of question banks for the Integrated Test Management System (ITMS).
The workshop, held at the MBOSE Regional Office from June 1–4, aims to train educators under the “Equivalence of Boards” initiative of PARAKH, NCERT. Around 80 teachers and vocational trainers from across the state are participating in the programme.
PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) is a national assessment regulator established under the National Education Policy (NEP) 2020. The framework promotes competency-based learning by shifting focus away from rote memorisation toward three core dimensions: awareness, sensitivity, and creativity.
During the inaugural session, MBoSE Chief Academic Officer Dr Esther JE Shongwan noted that conventional assessment systems have traditionally emphasised memory-based testing. She stated that the PARAKH framework, integrated with the Holistic Progress Card, seeks to provide a more comprehensive evaluation by assessing critical thinking, life skills, and socio-emotional development alongside academic achievement.
A key component of the workshop is the introduction of the Integrated Test Management System (ITMS), a digital platform developed by NCERT. The system enables educators to generate customised question papers from a repository aligned with the PARAKH Taxonomy. Each question is mapped to specific competencies to ensure assessments measure higher-order learning outcomes. The platform is also expected to help standardise assessments across state and central boards.
The sessions are being conducted by resource persons Vinod Prasad Semalti, Secretary of the Uttarakhand Board of School Education, and Shailendra Joshi, Academic Officer and PARAKH Cell Coordinator. The programme is being supervised by Dr Shongwan.
