HNYF questions KHADC over status of ‘blacklisted’ firm
SHILLONG, July 6: The Hynniewtrep National Youth Front (HNYF), South East Circle, has demanded clarity from the Khasi Hills Autonomous District Council (KHADC) regarding the status of NESS Agency, a firm involved in the construction of the NIT campus at Sohra. The HNYF pointed out a contradiction between public statements made by the KHADC Chief Executive Member (CEM) and official records obtained through a Right to Information (RTI) application. While the CEM reportedly informed the media in January that the agency had been blacklisted, the RTI response contained no resolutions, notifications, or official orders confirming the move. Instead, the HNYF discovered that the Council had issued a certificate on May 28, 2025, granting NESS Agency a fresh trading licence for the 2025-26 period, valid until March 31, 2026. When asked for documentation regarding the alleged blacklisting, the Council’s Licensing Officer stated that the matter is currently sub judice and no records could be provided. However, the HNYF expressed concern that the existence of a valid licence allows the agency to continue participating in government tenders and projects. The HNYF has called on the KHADC to place all relevant records, including show-cause notices and executive resolutions, in the public domain to remove ambiguity.
