CPI-M’s easy win in Tripura bypoll

From Our Correspondent

AGARTALA: The CPM registered a ‘stunning’ victory the much-campaigned Nalchar byelection considered semi-final before the 2013 Assembly elections.

CPM candidate Tapan Kumar Das defeated his arch rival Congress candidate- Dwijendra Lal Majumder by a massive margin- 4774 votes. In the last Assembly election, the CPM won the Nalchar Assembly constituency by 2500 votes.

Though four candidates from parties including CPI-M, Congress and Bharatiya Janata Party (BJP), have contested the June 12 by-election in the Nalchar assembly seat (reserved for the scheduled caste people), the main contest was between the CPI-M’s Tapan Chandra Das and the Congress’ Dwijendralal Majumder.

With Friday’s win, the Nalchar assembly constituency has won seven times by the CPI-M and two times by the Congress since Tripura became a full-fledged state in February 1972.

This time, the ruling party not only retained the SC reserved seat but also increase the vote share from 52.13 to 56.13 percent. Both BJP and Amara Bengali could not make any impact in the electoral battle as they got 463 and 385 votes respectively.

The outcome of byelection, political analysts say important and strategic keeping in the light of CPM’s downfall in Kerala and West Bengal in the last year. This also holds key for the ruling front before the next Assembly election slated for early next year.

Terming the win as positive and strategic, CPM state unit secretary Bijan Dhar on Friday said that the massive mandate was the reflection people’s confidence on the party. “Despite lot of conspiracy, the CPM’s victory holds important for the party to boost the Left Front government agenda for all round development”, he said. Asserting that the massive mandate in favour of the ruling front is a lesson for the Congress, Dhar said that the opposition left no stone unturned to defame the CPM during the campaign.

“The byelection outcome will defiantly boost the party morale in the next Assembly. This mandate also increases the responsibility and commitment towards the people”, he said adding that the party would respect the people’s faith on the Left Front.

Meanwhile, Congress spokesman Ratan Chakraborty said, “We accepted the verdict and will study the electoral outcome to take remedial measures”. It may be noted that the byelection witnessed a massive polling (96percent) on June 12 while it was 94 percent.

CPI-M spokesman Gautam Das reacting to the victory said: “The bypoll outcome has come as a slap for the misinformation campaign by a section of the media and Congress leaders.”

He said: “The voters of Nalchar have responded positively towards the development, success and pro-people policies of the Left Front government. The people have given a befitting reply to the anti-development and anti-people parties like Congress and their supporters.”

Political observers feel that the bypoll result, comes eight months ahead of the elections to the 60-seat assembly in the lone Left-ruled state Tripura, and is politically significant for both the ruling Left parties and the main opposition Congress.

Elections to the Tripura state assembly are scheduled in February 2013.

Top CPI-M leaders, including Chief Minister and CPI-M politburo member Manik Sarkar, and senior AICC general secretary Luizinho Faleiro, Tripura Congress president Sudip Roy Barman and Leader of Opposition Ratan Lal Nath had campaigned in the bypoll to win the vital elections. Tuki calls police to buckle up belts

0

Itanagar: Giving a clarion call to the State Police Force to fasten their belts, Arunachal Pradesh Chief Minister Nabam Tuki on Friday said, ‘if our police stick to their duties with utmost sincerity and fearlessly, our state would develop and be at par with the others.’

While attending the passing out parade of new recruits at the Police Training Center (PTC) here at Banderdewa, Tuki beckoned the police force to live up to the expectations of the people as well as the government so that administration, progress and peace go hand in hand for development and welfare of the society, official sources said.

He particularly called for an active role of the police in thwarting the ‘bandh culture’, which, was taking the state on the reverse.

Expressing displeasure over the recent 48-hour bandh in the state capital enforced by certain organizations, Tuki refused to accept the logic behind the ‘ultimatum’ and the ‘deadline’ served to the state government to fulfill certain demands put forth by the said organizations.

He pointed out that as far as the demand for relaxation of age for APST in APPSC competitive examinations up to 35 years was concerned, it has to be understood that decision that cannot be taken individually by the Commission or the government.

The state Public Service Commission is an autonomous body constituted by an Act passed by the State Legislative Assembly and has its own guidelines, rules and regulations, he said and added any change in it would have to be done through a constitutional amendment only by the Legislative Assembly during one of its sittings.

The Chief Minister was also critical about the other demand for “immediate cancellation of land allotments to non-APSTs,” sources said.

He reasoned that few allotments were given to non-Arunachalees and non-Arunachalee organizations during the formative years of the state, when the locals and local bodies were not in a position to set up any industry or institution.

‘Lands were allotted to organizations like Ramakrishna Mission, Vivekananda Kendra, Don Bosco and others to set up hospitals, schools and industries during the pre-evolution time of Arunachal Pradesh,” Tuki said.

” After so many years of their service to the state and its people, are we going to drive them away? In fact we should reward them for their contributions when none even dared to set foot into the region,” the chief minister said. (UNI)

Kohima: The representatives of All Nagaland College Students’ Union (ANCSU) yesterday demanded that the Memorandum of Understating (MoU), struck with Bangalore-based Mindlogicx Infratec Ltd, be revoked with immediate effect as the new system of declaring the undergraduate results was ‘creating confusion about the accuracy of the results’.

The union met Nagaland University Vice-Chancellor Prof B K Konwar and put forth their demand.

In a statement today, ANCSU president Vilhousielie and general secretary Kivigho K Yeputhomi said the MoU was signed between the Nagaland University and Bangalore-based Mindlogicx Infratec Ltd, which deals in integrated examination management system (EMS) in the university since 2011.

The ANCSU also sought clarifications from the NU authorities about the declaration of undergraduate results for two times.

ANCSU asked the authorities to make it public the stand of the University as to what they would do for the students who were declared pass in the first declaration but declared fail in the second declaration of results.

The statement said they demand for justice and solution to be given to the students immediately.

The ANCSU representatives cited that Naga students were unable to score high percentage while in NU, but once they go outside in some other universities they performed well, scoring excellent marks.

With regard to this, they requested the NU authorities to find out possibilities of changing the evaluation system. (UNI)

US warns Russia over Syria policy

WASHINGTON: US secretary of state Hillary Clinton has warned Russia that its support for the regime of Syrian President Bashar al-Assad will have negative consequences.

“The situation is spiralling towards civil war, and it’s now time for everyone in the international community, including Russia and all Security Council members, to speak to Assad with a unified voice and insist that the violence stop, and come together with Kofi Annan to plan a political transition going forward,” Clinton said Wednesday at a joint press conference with Indian Foreign Minister SM Krishna.

“It is something that we believe is in everyone’s interests, most particularly the Syrian people. And Russia says it wants peace and stability restored. It says it has no particular love lost for Assad. And it also claims to have vital interests in the region and relationships that it wants to continue to keep. They put all of that at risk if they do not move more constructively right now,” she said.

According to UN estimates, over 10,000 people, mostly civilians, have been killed in Syria and thousands displaced since the uprising against Assad began about 15 months ago.

Russia – along with China – has twice vetoed UN resolutions against Damascus over what it says is a pro-rebel bias. Moscow has, however, fully backed UN and Arab League special envoy Kofi Annan’s peace plan for Syria.

Clinton also urged Russia to stop arms deliveries to Syria.

“We have repeatedly urged the Russian government to cut these military ties completely and to suspend all further support and deliveries,” she said.

Clinton earlier said Russia was supplying attack helicopters to Syria, but Russian foreign minister Sergei Lavrov dismissed the claims, saying Russia was “completing the implementation of contracts that were signed and paid for a long time ago”.

He said the contracts “concern exclusively anti-aircraft defence”.

Syria is one of Russia’s major weapons clients, and Moscow has opposed proposals for an arms embargo on Damascus, saying this would give rebel forces an unfair advantage in the conflict.

Lavrov said Russia does not supply to Syria or other countries any special equipment that may be used against peaceful demonstrators, adding that the US, on the contrary, “delivers riot control equipment to the region”.

Clinton has dismissed claims that the US has armed the Syrian opposition.

“I would emphasize that the US has provided no military support to the Syrian opposition, none. All of our support has been medical and humanitarian to help relieve the suffering of the Syrian people, a total of $52 million so far. We have also provided non-lethal support to the opposition, including things like communications gear,” she said. (Agencies)
