Agartala: The northeastern states have failed to provide utilisation certificate of Rs 748.27 crore, including Rs 35.10 crore in Tripura, to the Ministry of Development of Northeastern Region (DoNER) sanctioned for development projects under North Eastern Council (NEC) in the past three years.

According to ministry officials, DoNER had sanctioned about Rs 2000 crore to northeastern states under various projects since 2008-09 where Tripura had been allocated about Rs 200 crore.

Besides, the states had got allocation of Rs 2450 crore, including Rs 258 crore for Tripura under Non-lapsable Lapsable Central Pool of Resources (NLCPR) in past three years, the officials stated, adding that the Planning Commission had also been finalising the annual plans of the states separately.

The officials said that in eleventh five year plan, Tripura had projected an outlay of Rs 8852 crore and so far the state could not absorb the approved fund completely.

In 2007-08, the state was approved Rs 1220 crore but actual expenditure was incurred Rs 1067 crore. Similarly in 2008-09 approved fund was Rs 1450 crore and expenditure was Rs 1431 crore, in 2010-11 approved fund was 1860 crore and the expenditure was only Rs 1368 crore, they underlined and added despite poor absorption the Planning Commission had approved Rs 1950 crore for 2011-12.
