Court vacates stay order on Dorbar Shnong GKR

 SHILLONG: The Shillong Bench, Gauhati High Court has vacated the stay order on Dorbar Shnong Greater Keating Road (DSGKR) which was formed recently with RD Blah as the elected Rangbah Shnong acknowledged by Syiem of Hima Mylliem Sanad and recognized by KHADC.

It is learnt from confirmed sources that the said Sanad was recalled by the Syiem of Hima Mylliem. It may be mentioned that the Syiem has drawn flak earlier from the disgruntled residents of the area as they alleged that the Syiem’s move is wrong from the constitutional point of view.

The Keating Road Durbar Pyllun (KRDP), Rangbah Shnong, Aibor Wankhar later lodged a complaint against DSGKR following whichBlah made an appeal in the HC and got a stay order.

The KRDP after getting the same intimation appealed further and got the stay order vacated. It also filed an RTI with the District Council and Syiem of Hima Mylliem seeking details about the jurisdiction of Keating Road.

Interestingly, both the parties replied that they have no jurisdiction on Keating Road.

However, when KRDP filed another RTI with the Chief Executive Board, Shillong Municipal Board it was informed that the Keating Road falls under its jurisdiction.

According to the Constitution of India, a Syiem or the District Council cannot exercise their power in SMB and Cantonment Board areas.

The KRDP also alleged that during the formation of DSGKR, out of the approximate 16 Khasi families who are residing in the non-tribal dominant Keating Road area only three families were invited for the formation of DSGKR.

Interestingly, one N Karthak was appointed as the headman of DSGKR who is alleged to be not a local tribal since only a local tribal can become a headman in the sixth schedule areas.
