4 MPS officers miss date with IPS

1996 batch officer beats 1989 batch to the goal post

SHILLONG: A major controversy has arisen in the nomination of the MPS officers to the Indian Police Service (IPS).

Four senior MPS officers of the 1989 batch are being superseded by a police officer who is seven years junior to them.

As per the letter received by the Home department recently, the Union Home Ministry had nominated Ist MLP Battalion commandant MK Dkhar of the 1989 batch along with 5th Battalion Commandant Dalton P Marak who belongs to the 1996 batch.

But Marak’s appointment has not gone down too well among the MPS officers of the State.

MPS officers of the 1989 batch who have been superseded include Meghalaya Energy Corporation Limited (MeECL) Chief Security Officer K. Rymbui, Assistant Inspector General of Police (AIGP) N Kharmalki, SP (SB-II) Debangshu Sangma and 3rd MLP Battalion commandant H Toi.

Official sources said the Home Department had sent five names from the 1989 batch and one from the 1996 batch to New Delhi for nomination to the IPS.

Even though five names were sent, sources said that only two were finally nominated to the IPS since there are only two vacancies.

“The Union Home Ministry has nominated one officer from the 1989 batch and another from the 1996 batch,” the sources said.

However, a police official clarified that nomination to the IPS is based purely on the annual confidential reports (ACR) of the officers.

A senior police official also informed that the Centre grants the nomination after going through the annual confidential reports of the officers whose names have been recommended.

It may be mentioned that in April last year, four MPS officers of the 1989 batch were nominated to the IPS. These were Ricky Dkhar, Francis G. Kharshiing, JR Rymmai and O Passi.

Dkhar is the incumbent SP, West Garo Hills while Kharshiing is serving as SP (Security). Rymmai is currently commandant of the 6th Meghalaya Police battalion and Passi is the Jaintia Hills, SP.
