KHADC chief moots Bill to settle disputes among clans

 SHILLONG: In an effort to check the abuse of Schedule Tribe Certificates, curb disputes and to regulate the governance of Clan Land under the Khasi Hills Autonomous District Council, the Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC), PN Syiem on Monday stressed on the need of an Administration Bill for the various Khasi clans. He mooted the idea during a meeting with a delegation of Chiefs from the Federation of Khasi States here on Monday.

Led by the chairman of the Grand Council of Chiefs of Meghalaya John F Kharshiing, the delegation submitted a memorandum to the CEM asking the KHADC to review certain sections of the proposed KHADC Village Administration Bill 2013. This move is also supposed to check on disputes over clan land within the Dorbar Kur.

It may be mentioned that the Hima and Elaka have unanimously supported the view to delete all reference to the Village Development Council within the Village Administration Bill, as it is similar to what the State Government had earlier proposed on numerous occasions in the past.

“The CEM assured the delegation that the bill has been introduced in the recent session of the council and the council has constituted a select committee chaired by the EM incharge of Elaka along with four MDCs,” Kharshiing said adding that it was also informed that the committee would also examine the need to co-opt more members and experts for this purpose, if required.

Kharshiing added that a preliminary draft was being prepared and would be ready soon.
