Shillong : At a time when the entry of people is restricted to Meghalaya Secretariat by the Secretariat Administration Department with access control system and additional private security guards, the dogs seem to be having a field day in Meghalaya Secretariat as it is self explanatory since dog poop (encircled) is found in front of the room of private secretary to the Chairman, State Planning Board on Saturday (UB)
