Guwahati: The Union government will table a Bill in the Parliament in the next Winter Session for creation of an Upper House (Legislative Council) in Assam Legislative Assembly in response to sustained demand from the state government.
According to information received from the Chief Minister’s office here, the decision of the Union government was conveyed to Tarun Gogoi by the Union Minister for Law & Justice Kapil Sibal in New Delhi on Tuesday night.
Sibal informed Gogoi that all the papers have been finalised and the bill for creation of an Upper House in the Assam Legislative Assembly would be tabled in the Winter session of Parliament.
It may be mentioned that the Assam Legislative Assembly passed two resolutions for creation of an Upper House in 2005 and 2010. Various sections, including political parties, have been demanding a two-tier legislature in the State for long.
Assam Assembly earlier adopted the resolutions in favour of creation of an Upper House so that proper representation could be provided to various small ethnic groups in the State Assembly so that they can raise their issues properly to bring to the attention of the House.
Assam had an Upper House from 1931 to 1938, which was abolished after Independence. In the present political scenario in the State where various ethnic groups are raising demands for separate states as well as more autonomy, creation of an Upper House in the Assembly will be of much significance.
