3-day KHADC session from today

SHILLONG: The much anticipated Khasi Hills Autonomous District (Village Administration) Bill, 2013 is expected to be passed during the three-day Autumn Session of the KHADC which is scheduled to begin on Tuesday.

“We are going to table the Village Administration Bill, 2013 in this session. We have already incorporated the views of the Select Committee,” KHADC Chief Executive Member (CEM) Pynshngain N Syiem said here on Monday.

According to him, the Executive Committee had decided to refer Bill to the Select Committee in the last Summer Session after several MDCs objected to the passing of the bill in its present form.

“We hope to pass this bill in this session,” KHADC CEM said.

Syiem is hopeful of passing the proposed amendment of the Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnong of Mylliem Syiemship) (Second Amendment) Bill, 2012.

“We had also referred this Bill to the Select Committee since there was no unanimity among the MDCs on it,” KHADC CEM said.

The KHADC has mulled over amending Section 20 of the Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnongs of Mylliem Syiemship) Act, 2007, to pave way for Mahindro Rapsang to contest the 2013 Assembly Election without relinquishing his post as Myntri of the Hima.

Since the Bill could not be passed, Rapsang had to relinquish the post to contest the last Assembly election.
