Traditional heads can now partake in active politics

KHADC passes Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnong of Mylliem Syiemship (Second Amendment) Bill, 2012

SHILLONG: The KHADC passed the much anticipated Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnong of Mylliem Syiemship) (Second Amendment) Bill, 2012 which will now pave the way for various traditional heads under the Mylliem Syiemship to take part in ‘active politics’, an interesting move on the final day of the Council Session on Monday.
Earlier, the KHADC Executive Committee (EC) had intended to pass this amendment bill before 2013 Assembly election to pave way for Congress candidates from Shillong West Mohindro Rapsang to contest the election without having to relinquish his post as the Myntri of the Mylliem Syiemship.
As per section 20 of the Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnongs of Mylliem Syiemship) Act, 2007, the Myntri is not allowed to take part in active politics.
However, due to the opposition from the MDCs, the Executive Committee (EC) was compelled to refer the amendment bill to the Select Committee and Rapsang had to relinquish his position as the Myntri.
Meanwhile, while moving his amendment motion to other amendment of the Mylliem Syiemship Act, Sohra UDP MDC Tistosstarwell Chyne said that he had strong reservations that the word Dorbar Pyllun has been deleted from proposed amendment Bill.
“The very spirit of democracy would be defeated since the Dorbar Pyllun is the only platform where the people under the Mylliem Syiemship can raise issue pertaining to the functioning and conduct of the Hima,” Chyne said.
He said that it was totally unjustified that only the Executive Dorbar of the Mylliem Syiemship would take a major decision concerning the affairs of the Hima.
In reply, Executive Member in charge Elaka Lamphrang Blah said that the Mylliem Syiemship had approached the Council that it was extremely difficult for them to refer to the terminology of Dorbar Pyllun due to the  vastness of the areas under its jurisdiction.
He said that they (Mylliem Syiemship) had also stated it was impossible for them to use the term Dorbar Pyllun of its people since presently there are many people from various districts of the State who reside in the areas within the Mylliem Syiemship.
“We have decided to delete the word ‘Dorbar Pyllun’ after examining the arguments of the Mylliem Syiemship,” Blah said.
