Contradiction over fund proposal

SHILLONG: A major contradiction has evolved between the KHADC and the State Government over the fund proposal which was submitted to the 14th Finance Commission.
After the State Government submitted a proposal of Rs 730 crore for allocation to the three Autonomous District Councils (ADCs), the KHADC on Wednesday submitted another proposal of Rs 950 crore to the Finance Commission.
“We have submitted the proposal to the commission depending on the needs and requirement of the Council,” KHADC CEM Pynshngain N Syiem told reporters after the meeting the members of the 14th Finance Commission.
KHADC CEM informed that he had brief the Commission members on the constraints faced by the Council to function as per the provision mandated by the Sixth Scheduled due to the constraints of funds.
He informed that he had also told them that the council’s major role is to preserve and promote the tradition and cultural practices of the indigenous people, protection of the sacred groves, and construction of the traditional markets and also carry various kinds of developmental activities.
Informing that he has also briefed the commission members on the role of the Council to safeguard the environment and its surrounding, he said that he had also highlighted that the Council needs funds to strengthen judiciary and the village court.
Syiem however appreciated the State Government for increasing the amount proposed to the commission for the three ADCs.
“In the 13th Finance Commission, the Government had proposed a total amount of Rs 432 crore for the three ADCs. Out of which, the commission earmarked a total amount of Rs 194 to the KHADC,” KHADC CEM said.
