Tripura CJ rues poor performance of police

Agartala: Chief Justice (CJ) of High Court of Tripura Deepak Gupta accused the police of poor performance in registering FIR as well as conducting investigation into criminal cases.
Addressing a national seminar of Police Reform here on Sunday Justice Gupta rued that in 10 months experience in the state he found every case police performance was lackadaisical and not at the level of satisfaction.
“I did not found even in a single case where police registered FIR immediately or police registered case soon after getting informed in my brief tenure in the state of Tripura as Chief Justice,” Justice Gupta commented in presence of Chief Minister Manik Sarkar and representatives from other states.
He also stated besides, police action against crime, the investigation wings of Tripura is also found very poor that ultimately created hindrance in justice delivery system.
He however, pointed out that police was needed to be upgraded the investigation skill and dealing any crime with utmost sensitivity without any bias and questioned: “Why police will be waiting for a written complaint from the victim? Just verbal information of any crime even it over phone should be treated as FIR and does it unknown to police?”
“It is really painful that police is waiting for written complaint from the victim even in the case of rape and murder,” Justice Gupta attributed adding that any weakness in police investigation might led to release of criminals from the court of law.
He sought attention of Police Accountability Commission over the issues related to investigation of any crime and skill development training of the police officers and public prosecutors.
However, while advising strong policing, good rapport between police and civilians as well as pro-people action of police force, Chief Minister Manik Sarkar stated it should not be considered good if a few failures of police suppress a series of good performance.
He applauded police for it’s remarkable achievement in containing militancy in the state.
Meanwhile, appreciating the statement of Chief Justice, advocates attended the seminar reiterated due to poor police investigation and political selection of public prosecutors had reduced the conviction rate to 11.5 in 2013, which was 14.5 in 2012. (UNI)
