Kharshiing suggests all-party EC to address KHADC instabil

 SHILLONG: To avoid instability in the Executive Committee (EC) of the KHADC, MPCC vice-president John F. Kharshiing has advocated the need to have an all-party Executive Committee.

The eleven posts of CEM, Deputy CEM, and EMs could be distributed proportionately among the MDCs of all parties, Kharshiing said in a statement.

In absence of a single majority, and in view of the promises of all parties to protect, safeguard and codify all traditional customs, there should be no difficulty in constituting an all-party EC in the KHADC, he said.

“We would like to inform all that during an official tour programme to the US on grassroots issues, we visited a City Council and were surprised to learn that a particular City Council and their Councillors did not belong to any party. There was no CEM and EM; instead all council members participate together to grill the officers of the different departments, who had to appear before the council session and reply to all queries from the councillors. There was neither any ruling side nor any opposition,” Kharshiing said.

“Further, the top most official of the Council is appointed only if he wins the election which he must contest. He has to contest the election where he has to be voted by all constituencies,” Kharshiing said.

According to Kharshiing, it will help to stabilize and improve the governance of the KHADC if all the 30 MDCs (one nominated member to be initiated by the EC) can sit together and constitute an all-party EC in the KHADC.

“It will be in consonance with the traditional customs where we all sit together and decide, at the village, Raid or Hima level”, Kharshiing added.
