‘GNLA dominant trouble-maker in M’laya’

Guwahati: “Insurgency situation in Northeast has remained fragile while Maoists’ activities and strength are on the wane, the security scene in Jammu and Kashmir,” said Director of the Intelligence Bureau , Syed Asif Ibrahim in the 49th annual conference of all state police chiefs and DGs of Central police forces here on Saturday.

Welcoming the Union Home Minister Rajnath Singh to the police DGs conference, he said the DGs conference would have a special session to review the overall security scenario n the Northeast and evaluate policies in this regard. He informed that N-E security scenario had remained fragile as some underground outfit were still remaining out of purview of peace process while some outfits had found safe sanctuary in Myanmar.

He informed that National Democratic Front of Bodoland (Sangbijit faction) or the NDFB -S was responsible of 85 per cent of insurgency related casualties in Assam this year while Garo National Liberation Army (GNLA) had remained a dominant trouble-maker in Meghalaya responsible for 75 per of casualties and 45 per cent of incidents.

He said Meitei insurgent groups in Manipur were responsible for 55 per cent casualties while in Nagaland internecine clashes among rebel groups for area domination had remained a cause of concern. The IB chief said two Naga rebel groups were creating trouble in three of Arunachal Pradesh districts of Tirap, Changlang and Longding.

The IB chief claimed that because of sustain operation Maoists movements in different states in the country was on the wane. “Recruitment by Maoists has declines while dissertation and surrender from their ranks is on the rise. The strength of the central committee of Maoists has declined from 39 members in 2004 to 20 as on date,” the IB chief said.

He said the area of operation of Maoists had reduced and it was an opportune moment to formulate a fresh strategy to decimate the Maoists movement in the country.

He said the high turn-out of voters in recent election in Jammu and Kashmir reflected that there had been marked improvement of security situation in the state. The conducive atmosphere for election could be created because of adequate action taken by Security Forces and effective anti-infiltration measures.

He raises concern that terror infrastructure across the country’s borders had remained intact posing challenge to internal security and stated that upsurge of terrorism in countries like Syria and Iraq posed a challenge for the country with a section of vulnerable youths being lured into ranks of those terror groups. He said September, 2014 declaration by the Al-Qaeda about its intention to expand base in Indian sub-continent was a reflection that global terror groups were targeting India.
