Rowell panel to submit reports within one month

SHILLONG: The Committee headed by Rowell Lyngdoh which has been entrusted with the task of studying and examining a few amendments to the Benami Transaction Act, 1980, and the Tenants Verification Draft Bill is likely to submit its reports to the State Government without incorporating the views and opinions of the Khasi Hills Autonomous District Council (KHADC) and the Jaintia Hills Autonomous District Council (JHADC).

The Committee had invited JHADC members to attend a meeting on Thursday to discuss the issue but no one from the Council turned up.Earlier, too, the KHADC had turned down an invitation from the Committee to discuss the issue.Miffed at the non-participation of both the KHADC and the JHADC, the Committee has now decided to submit its recommendations without the views and suggestions of the two autonomous district councils.Lyngdoh expressed confidence that the Committee would be able to submit its report within this month.

Only the Garo Hills Autonomous District Council (GHADC) has submitted its written suggestion to the Committee.Lyngdoh further informed that the Committee has turned down a demand from the traditional institutions who had sought one month’s time to submit their response on the two bills. The traditional bodies have been asked to submit their views within January 15.Incidentally, when contacted, JHADC CEM Thombor Shiwat said he wanted to attend the meeting of the Committee but had received the invitation only on Wednesday evening and could not make it to Shillong since he was pre-occupied.
He also stated that he had asked the Chairman of Rules and Advisory Committee of the JHADC to attend the meeting, who, however, failed to turn up.
