CAG comes under flak

SHILLONG: The Monitoring-Cum-Implementation Committee, Laban Assembly Constituency has targeted the Comptroller and Audit General (CAG) for “tarnishing the image” of the Committee by way of releasing the findings related to the misuse of funds in the constituency.
In a statement issued to the media on Monday, the Committee Secretary A. Marwein also said that while the reports in this regard appeared in a section of the press, was totally uncalled for and misleading.
The CAG tarnished the image of   Monitoring cum implementation committee, Laban Assembly Constituency by publishing matter ‘intentionally’, the statement said.
The CAG report on annual technical inspection on urban local bodies for the year ended March 31, 2014, which was tabled in the Assembly on Thursday,  said that entire sanctioned funds of Rs 79.40 lakh were released in contravention of the guide  lines of the State Plan scheme in Laban Assembly constituency,
The  CAG  made another observation that that the Urban Affairs Department, under SUWP, sanctioned Rs 39.09 lakh for construction of Institution of Disabled cum Youth Centre of the Raid Laban Sports Social and Cultural Organisation (RLSSCO) at Kench’s Trace, Laban.  However, the estimate was subsequently revised to Rs 70.57 lakh for which revised technical sanction was accorded by the Director Urban Affairs (DUA), but the work remained incomplete as per CAG.
However, the Monitoring cum implementation committee, Laban Assembly Constituency has claimed that all along, it has been maintaining a clean image and advocating for clean politics.
“The CAG has misrepresented the facts and figures, the committee said terming it as ‘political conspiracy’.
According to the Committee, “it is interesting to note that the CAG has submitted its report for the year 2012-13 now in the year 2015 only whereas all CAG reports are submitted during the year end”
Marwein clarified that every guideline has been adhered to and all utilization certificates and other certificates as per Government criteria has been submitted to the Shillong Municipal Board vide our letter No: MCIC/SUWP-2O12-1312013145 Dated: 31.01 .2013.
He said that prior to the sanction of scheme, names and necessary documents of the beneficiaries has  been provided and due approval was accorded before the sanction of the schemes which clearly shows that all necessary documents and rules were implemented as the scheme was duly sanctioned after proper scrutiny by the Shillong Municipal Board.
“It is therefore urged that the CAG should refrain from pick and choose statements against an individual Committee that has been sincerely in implementing the scheme as per law and properly check the documents and the people who are trying to malign the name of this Committee”, Marwein added.
The Committee asked the CAG to clarify after cross-checking with the records submitted to the Shillong Municipal Board.
