SHILONG: The Centre will form a monitoring committee to be headed by Joint Secretary in-charge Northeast, Ministry o f Home Affairs next month as part of f the follow-up of the Agreed Text for Settlement signed with ANVC-ANVC-B.
In addition, the state government has already formed a series of committees to examine various aspects of the Agreed Text for Settlement.
An official of the Union Home Ministry said over phone that the formation of the monitoring committee was part of the Agreed Text for Settlement.
However, as per para 12. 1 of the Agreed Text for Settlement, the Committee was to review the status of implementation of decision under the agreement every six months , but even after a year, the Centre is only planning to set up the Committee.
The official added that beyond the political demands which include the increase in the number of seats ( in GHADC, the monitoring committee will look into the development aspects.
However, other than forming committees, there was no meeting with ANVC-ANVC-B leadership to carry forward the Agreed Text for Settlement signed on September 24 last year.
The cause for worry for the ANVC leaders and cadres is that the Agreed Text for Settlement does not specify any financial package for five years for the over- all development of Garo Hills.
Moreover, the Centre is yet to respond to the one time financial package of Rs 2. 5 lakh each to the cadres as requested by the State Government.
The State Government had also written to the Centre for continuing with the monthly stipend of Rs 3,000 each as the cadres have not been availing the stipend for the last several months.
