SHILLONG: A team of the Accountant General (Audit) which conducted an audit of the Governor’s Secretariat has pointed out that officials in the Secretariat could not produce the FIR copy for the fire incident at the Governor’s House in 2013.
In reply to an RTI filed by CSWO president Agnes Kharshiing, the Accountant General (Audit) said that the office could not produce cash book, bill register, vouchers and other documents from June 1, 1997 to March 24, 2003 as it was destroyed in the fire incident.
The RTI report also said that the cash book which was produced before the audit was not maintained properly. The cash book was not up-to- date as it was maintained only till September 2010.
The audit team also observed many irregularities in the cash book in which entries were not attested by DDO and there was no analysis of closing balance. There was also no record available for the budget allocation and actual expenditure from the year 1997-98 to 2003 since the same were destroyed in the fire.
It was also revealed that a sum of Rs 19,41,288 was paid for purchase of teak wood and sal timber for which no stock entry certificate was recorded on the voucher.
The CSWO questioned the office on the issue.
The CSWO president also said that she has filed an FIR against K G Choudhury and N K Arjun and others who were appointed deputy secretaries and under secretaries with no proper rules referred to.
“They are temporary employees who should be undergoing promotion exams,” she said.
