SHILLONG: A resolution adopted during the meeting convened by UDP with headmen on January 16, suggested a tripartite (joint session) of the three Autonomous District Councils to define as to who can be elected as headman.
In a letter addressed to the Chief Executive Members of District Councils on Friday, the UDP said that there is a need to have a joint session to address the concerns of traditional institutions following the High Court ruling of January 13.
In course of the January 16 meeting, it was pointed out that the JHADC (Establishment of Elaka and Village & Election, appointment, powers, functions and jurisdiction of Dalloi/Sirdar/Waheh Chnong) Act 2015, Section 21 stipulates that a Dorbar Shnong for each village shall comprise all adult residents of the village, while, the Village Administration Bill of KHADC provides that only people belonging to the Khasi Community, Khynriam, Pnar, Bhoi, War, can become members of the Dorbar Shnong of that particular village.
