SHILLONG: Ricky Nelson Nongrum lodged a complaint that in the first week of April, 2016 one Elisha Nongrum asked for his ATM card which he sent by parcel to her at Bangalore. Later, he learnt that his ATM has been misused by one Samuel Chido Ani of Bangalore.
