SSA bodies differ on pay hike directive

SHILLONG: The two bodies of SSA teachers in the State are apparently not on the same page with one demanding rollback of the government notification on pay hike and the other welcoming the move.
Members of the All Meghalaya SSA School Teachers’ Association (AMSSASTA) demonstrated at the Additional Secretariat parking lot on Tuesday demanding equal pay for both SSA and fourth teachers, among others.
Around 100 members participated in the sit-in demanding rollback of the new State Government salary notification that stated that the salary enhancement for SSA teachers who are qualified as per the RTE Act and NCTE norms was fixed at Rs 19,044 and upper primary (UP) teachers at Rs 20,493.
However, for under-qualified teachers, the salary will be at Rs 13,335 and Rs 14,392 at LP and UP levels, respectively. The association said fourth teachers get Rs 6,000 a month and need to have a salary hike.
AMSSASTA also demanded regularisation of SSA teachers’ post.
President of the association L. Marngar said the central government had agreed to the suggestions of the Project Approval Board (PAB), 2016-17, to hike salaries of SSA teachers with effect from April 1.
On Tuesday, demonstrators were seen carrying placards that read ‘Do we teachers have to stand on the roadside to demand our rights?’, ‘We need justice’ and ‘We need to be regularised and not categorised’.
When asked about trained and untrained teachers, Marngar said the association has urged the State Government to provide free training to the under-trained in-service SSA teachers at any existing training centres to bring them on a par with others as per the NCTE norms.
AMSSASTA have sent a memorandum to Governor V. Shanmuganathan and Minister of School Education and Literacy Deborah Marak.
Later, the association decided to submit a memorandum to the Ministry of Human Resource Development highlighting the plight of the teachers in Meghalaya.
Meanwhile, the Meghalaya SSA Schools Association (MSSASA) on Tuesday met the project director of the SSA-SEMAM, Ambrose Ch. Marak, and submitted a letter stating that the SSA teachers unanimously agreed and accepted the order by the State Mission Director of SSA-SEMAM on October 31 on salary enhancement.
In a press communiqué, MSSASA stated, “As per the order, trained SSA teachers who meet the criteria as per the RTE Act and the National Council for Teacher’s Education norms, their salary will be increased at the rate of 107 percent DA i.e new salary of trained LP teachers will be Rs 19,044 and of UP teachers will be Rs 20,493.” ) “However, for untrained SSA teachers, salary will be increased at 44.95 percent for LP teachers and 45.38 percent for UP teachers,” the association said.
The delegation of MSSASA had also requested the SPD to release the revised salary with arrear with effect from April by January 2017. They were assured that salary will be released after the government receives the second tranche of the central fund as the first installment is not sufficient.
