KHADC, headmen to meet Rijiju over VAB

SHILLONG: The KHADC and Synjuk ki Nongsynshar Shnong Ka Bri U Hynniewtrep, a conglomeration of traditional heads, have decided to approach Minister of State for Home Affairs Kiren Rijiju over the Village Administration Bill (VAB).
Speaking to reporters on Thursday, KHADC chief executive member P.N Syiem said, “It will be good for us (KHADC and Synjuk) to seek appointment with Union Minister of State Kiren Rijiju to brief him on the lapses with regard to sending the VAB to the MHA as there are no clear rules in doing so.”
Syiem expressed concern over the Home Affairs Ministry’s delay in sending its views to the Government and the Governor pertaining to VAB and said it should expedite the process so as to implement it.
The meeting dilated on the issues as on what basis has the Office of the Governor sent the Bill to the Home Ministry without any provision cited in the Sixth Schedule of the Constitution.
MUDA encroachment
As for MUDA’s alleged encroachment, Syiem said, “We will file a fresh petition as on what ground the Government de-notified the KHADC building bye laws, which we have formulated as per the guidelines of the Sixth Schedule and the District Council.”
Synjuk expressed unhappiness as the minutes of the meeting with the Chief Minister on August 31, 2016, were not send to the Synjuk till date.
“We wrote three letters and the last letter was on January 18 and we were prompted to give a 10-day deadline to hand us the minutes of the meeting,” R.L Blah, general secretary of the Synjuk, said.
Speaking on the High Court order that stayed the MUDA public notice and ordered for a continuation of the MUDA building bye laws, he said, “We had urged the State Government to file a case in the High Court and it did not do so.”
