SHILLONG: Meghalaya SSA School Association (MSSASA) has alleged that the State made a mistake by creating separate posts under Sarva Shiksha Abhiyan State Education Mission Authority Meghalaya (SSA-SEMAM) on contract basis.
In a statement issued here, Aristotle C. Rymbai, president of MSSASA said para 8 sub para (i) that mandates that the State should maintain unified teaching cadres and no separate “SSA Cadre” is permissible as salary of all teachers has to be borne by the State/Union Territory Government.
“As per norms it is clearly mentioned that all schools receiving SSA funding are schools of the State Government and so are the teachers,” he added.
He asserted that the State Government has not taken any steps to correct the mistake done from the starting of implementing the SSA programme which is violation of the instructions of MHRD and Mandatory SSA Norms.
“The Government of India has clear norms under SSA and RMSA wherein State/Union Territories are given funds for teachers’ salary with a condition that these posts should be created in States/Union Territories Education Department on regular basis with the same salary and service conditions as of State budget teachers,” Rymbai said in a statement issued here on Wednesday.
He stated that different service arrangement has been spelt out and the 12,481 SSA teachers were posted only in SSA supported schools in the State.
“That on January 1, 2014, MHRD Under Secretary to the Government of India Rajendra Prasad had issued clarification pertaining to SSA norms and interventions to all State/Union Territories Education Secretary and State Project Directors of SSA after approval from the Executive Committee of National SSA Mission chaired by the Human Resource Development (HRD) Minister held on December 5, 2013,” he said.
The association met Ambrose Ch. Marak, Director School Education & Literacy cum State Project Director (SPD) SSA-SEMAM on February 6 urging him to take up the matter on the Project Approval Board (PAB) meeting 2017-18 which will be held on March 2 in New Delhi for considering the Annual Work Plan and Budget (AWP&B) 2017-18 for Meghalaya as discussed with CM earlier , Rymbai added.
