SHILLONG: East Khasi Hills Police has issued a lookout notice against Sudhir Kumar Paul (Professor Roy) in a 14-year-old girl’s rape and trafficking case. The girl had named him as one of the persons who raped her.
The lookout notice issued to the SP of North 24 Parganas (Barasat) in West Bengal says the accused, who is a resident of Bizpur in North 24 Parganas is wanted in Madanrting Police Station case under Section 3 (a)/4/17 of the POCSO Act.
Prof Roy, who reportedly teaches in a career institute in the city, is one among the four persons who are yet to be arrested in the sex-racket case. The girl had identified him from a photograph.
Motinagar guest house
Meanwhile, police investigation has not found any evidence against the guest house in Motinagar that would call for sealing the place or arresting its owner.
Sources in police said the rape of the minor girl in the guest house was an isolated case and police are going through the laws to see if the hotel or the hotel owners can be booked for the isolated case.
Mawhati MLA Julius Dorphang raped the minor girl once in the guest house at Motinagar.
However, Marvelene’s Inn, which is owned by the family of Home Minister HDR Lyngdoh, was used several times for sexual exploitation of the minor girl. While on two occasions, the girl was raped by one Madan Bahadur Thapa, three more persons whom the girl addressed as Mama (uncle) also raped her in the guest house at Rilbong. All the four have been arrested.
According to sources, as per the necessary acts, it also has to be established that the Motinagar Guest House was a brothel but this is not the case and it is exclusively a guest house.
Another factor that is stopping the police from taking action against the Motinagar guest house is that it is not a conventional establishment and does not have any reception, counters or managers but is looked after by a caretaker.
It may be mentioned that the NGOs in Shillong had earlier filed an FIR against Marvelene’s Inn.
Based on the statement of the girl, several FIRs were filed and many people, including the Mawhati MLA, were arrested.
