GUWAHATI: The National Human Rights Commission, on the basis of media reports on a gang rape in Gurugram on May 30, has issued a notice to the Gurugram Police Commissioner calling for a detailed report.
The Commission observed that the incident shows that there is no night patrolling.
According to a statement issued by NHRC, the Haryana DGP has been directed to inform about the steps being taken to ensure safety of citizens, especially women, within a month.
The Commission has also called for suggestions from the Police Commissioners of Delhi, Faridabad and Senior Superintendents of Police, Noida and Ghaziabad for joint action programme to ensure safety of women. Their response is expected within six weeks.
NHRC observed that though the direct involvement of any public servant in the incident is not apparent yet the sorrowful contents of media reports are indicative of an atmosphere of fear, insecurity and uncertainty prevailing in the NCR region, especially Noida, Faridabad and Gurugram.
According to media reports on June 7 and 8, the woman left for her parents’ house late in the evening on May 29. On NH-8, she got a lift from a truck driver, who tried to harass her so she left the vehicle.
Thereafter, she was offered help by occupants of a Magic van heading towards Gurugram. They later gang raped her and threw her eight-month-old baby out of the vehicle when she started crying. The baby received head injuries.
The woman walked on the road with her injured daughter and reached a factory, where a guard on duty asked her to wait till dawn. Later, the doctor declared the baby dead. The woman travelled with her child’s body in a Metro train to reach her parents’ place at Tughlaqabad in Delhi.
There, another doctor examined the baby and declared her dead. Later, the woman again went to Gurugram to lodge an FIR.
Two of the three accused have been arrested.
