Opposition set to table fresh no-trust motion against CEM

SHILLONG: The chief executive member of the Khasi Hills Autonomous District Council (KHADC), P.N Syiem, did not have to face no-confidence motion on Wednesday as the regional parties in the Opposition agreed to take up the matter on the last day of the budget session.
UDP’s Parliamentary Party leader in the Council Teinwell Dkhar told reporters on Wednesday that the no-trust motion was submitted to KHADC chairman L.G Nongsiej but was withdrawn minutes later because “we want to move the no confidence motion after the budget is passed”.
On Tuesday evening, UDP’s Dkhar, Donkupar Sumer, Rona Khymdeit and Equator Nongrang, HSPDP’s Parliamentary Party leader Teilinia Thangkhiew and Samlin Malniang and Independent MDC Pyniaid Sing Syiem had resolved to move the no-trust motion on Wednesday.
The regional parties — UDP and HSPDP — pulled out of the P.N Syiem-led People’s Democratic Forum coalition in the KHADC on Monday.
When asked whether the law allows the no-confidence motion to be moved again in the same session after its withdrawal, Dkhar said, “We did not withdraw on the floor of the House.”
However, when informed about Nongsiej announcing the withdrawal of motion in the House, Independent MDC Pyniaid said, “Since the leader of UDP withdrew the no-confidence motion it will be up to the leader of the HSPDP to move the no-confidence motion.”
He added that the rules are clear that there is no bar on the number of times a no-confidence motion is moved.
The MDCs denied the allegations that the no-confidence motion was not moved because they did not have the required numbers.
Pyniaid said, “We have discussed the matter with the Secretary of the Council where it was felt that it is better to wait till the budget is passed to pave way for the smooth functioning of the Council.”
