SHILLONG: Khun Hynniewtrep National Awakening Movement (KHNAM) MDC, Adelbert Nongrum stated that he would move a no-confidence motion against the People’s Democratic Forum (PDF) coalition led by suspended Congress member and KHADC chief executive member P N Syiem in the ensuing KHADC session likely to be held next week.
Speaking to reporters on Thursday, he said, “I will move a non-confidence (NC) motion whether I have the required numbers or not. It is not to topple the EC (Executive Committee) of the PDF but the NC is based on issues.”
Nongrum outlined the issues with the first one being the appointment of agent/assistant to detect the anomalies in issuance of labour license, the second issue is related to the illegal issuance of trading license and thirdly he voiced concern over the amendment of Rule 128.
According to him, the issuance of trading license and labour license will heighten the issue of influx in the state.Slamming the EC of the PDF for lack of political will, Nongrum said, “These three issues were neglected and hence I placed an official resolution in the KHADC summer session with the hope that the CEM will do something.”
“As for the issuance of labour license, four months have passed but there is no result on the ground. The District Council is not an agency but a constitutional body,” Nongrum remarked.
He asserted that Section 3 (A) of the Trading by Non-Tribal Regulation Act, 1954 has been flouted by the KHADC.
As for the amendment of Rule 128, he informed that a committee had been formed to examine Rule 128 headed by People’s Democratic Front (PDF) MDC, HS Shylla of which Nongrum is also a member.
“The findings have been conducted and forwarded the recommendations to bring amendment in the Rule 128 to specify that only indigenous Scheduled Tribe can take part in District Council elections,” he said.
Nongrum fumed that the MDCs had been misled from time to time by the EC with regard to important issues. “They (the MDCs) have misused the District Council to ease their entry to contest the Assembly elections 2018,” he said.
Taking a dig at the Campaign for Change, an organization that creates political awareness on laws and policies, of which Syiem is the official campaigner, Nongrum said, “My message to the People’s Democratic Forum (PDF) is to take the matter seriously otherwise Campaign for Change may turn to Campaign for Chain.”
